A good playbook is a floor, not a ceiling. It ensures nobody falls below a baseline standard of execution.
The mistake is expecting a playbook to produce great sellers on its own. The best commercial people use the playbook as a starting point, then apply judgement the document could never anticipate.
Training that only teaches the playbook produces compliance. Training that builds judgement produces performance.
